Citizenship test – implementation timeline

The Finnish citizenship test is part of a multi-phase reform of the Citizenship Act. While several legislative changes are already in force, the test itself has not yet been introduced. The timeline below summarises what is publicly known so far.

October 2023
Reform of the Citizenship Act initiated
The Ministry of the Interior launched a comprehensive reform of the Citizenship Act as part of the Government Programme. The reform was structured in multiple phases, one of which includes a future citizenship test.
1 October 2024
First legislative changes enter into force
Amendments to the Citizenship Act came into effect, including a longer required period of residence for citizenship. These changes do not yet include a test.
2024–2025
Preparation of the citizenship test
A ministry-appointed working group prepared proposals for a citizenship test. Public information indicates a digital test focusing on civic knowledge, including Finnish society, law, rights, values, and everyday life.
17 December 2025
Further citizenship law amendments enter into force
Additional reforms came into effect, including stricter livelihood requirements and digital processing of applications. The citizenship test is not yet in force at this stage.
